Preliminary findings and priority recommendations presented to the Ministry of Education and Human Resources Supervising Officer at the end of the fact finding mission.

FINDINGS OF THE DQAF

The major themes extrapolated from the situational analysis have been summarised and are presented below:

Strengths

  • Professionalism
  • Respect of Schedule
  • Support from CSO and CISD
  • Good collaboration / very dedicated behaviour from HT and Zones

Data quality issues

  • Legal framework to updated in order to provide clear distribution of responsibilities
    • Statistics acts, Data protection act, education act
    • Pressure on private institutions
  • Scope / lack of coordination with other bodies / Lack of statistical expertise
    • TEC:
    • TVET: pb of overlap with MoE
    • Financial: a lot of information available, a lot to be done but needs not presented
  • Response rate: quite good but could be improved monitoring the returns but more support from the MoE is needed
  • Timeliness – EMIS confusion concept – expression of needs
  • Accuracy / Reliability : Inconsistances in filling the questionnaire / Visits
  • Meta data and information on available data

Access to available data

  • Weakness of statistical system in terms of providing access to users
  • Clarify the notion of EMIS

Capacities in Sector performance analysis to inform policy reforms

  • Overload
  • Staffing / institutional arrangements / Lack of research and evaluation unit
  • Lack clear information needs expression

Management and micro planning issues

  • Less constraints on quality but needs of real time data
  • SAMS must be encourage / lot of frustration from the staff involved in its design.
  • This would have allow improvement of management at all levels for improving efficiency of the system (though necessary decentralisation) and avoiding duplication

Overall Recommendations

  • Participation to the current revision of stats act
  • Improve communication with CSO, other education bodies and internally to the MoE
  • Reinforce the capacity of the MoE in planning and strategic management
  • Staff / Institutional arrangements: Research and analysis, positioning the EMIS structure at a strategic level in the organisation where it can serve all needs in the MoE including providing national statistics
  • Reviving the EMIS Committee: Education sector M&E working group at sector level (MoE, CSO, …
    • Ensuring production of quality national and sector statistics

(Assessing the needs, streamlining the data collection, benefiting from expertise of all participants)

  • Production of regular materials based on evidence for informing strategic management
  • Conduct an introductory CB exercise for ESA / desk review / Information needs inventory
  • Side visits to school
  • Improving access to data
