On CSO web site under Education statistics, [1] it is said: this section presents detailed statistics relating to education in the pre-primary, primary, secondary and post secondary sectors. Topics covered include the number of schools, examination results, enrolment, teaching staff and the level of expenditure relating to the Education Sector.

Tertiary Education Commission (TEC)

  • Publishes annually “Participation in Tertiary Education” which contains latest statistics on enrolment in the tertiary education sector. The report gives a succinct but comprehensive view of the tertiary education landscape in Mauritius. It treats tertiary enrolment from 3 broad perspectives, namely in relation to the publicly-funded institutions (PFIs), distance education/private providers as well as those going overseas. [3]
  • Publishes reports on its Tracers studies conducted at irregular intervals (2007 then 2010/2011) [4]

CSO publishes according to a pre announced publication programme [5] and apart from these publications, the Office attends to several requests for information coming from international organisations, national organisations (both public and private), students and the public in general.

Response to UNESCO questionnaires

The World Bank uses response to UNESCO education surveys as a primary indicator for its Statistical capacity indicator

UNESCO reporting
UNESCO Institute of Statistics compiles data on education based on official responses to surveys and from reports provided by education authorities in each country. As the recommended periodicity of these data is annual, annual reporting form countries is considered a good practice.
Score is 1 if the country reported at least 3 times in the last 4 years; otherwise, 0.

Education policy frameworks

An Education and Human Resources Strategy Plan (EHRSP) for 2008-2020 [8] was finalised in 2009.

Monitoring the plan :

  • A set of key indicators will be identified which will allow assessment of progress made and results obtained on the basis of objective targets. Different types of indicators (relating to input, process, output and impact factors) will be needed according to the level at which the monitoring is taking place. At the highest central level, monitoring will concentrate mainly, if not exclusively, on output and impact of the different programmes.
  • The usefulness of the indicators thus identified will depend on the quality of the information available.
  • Considerable progress will need to be made in improving the Education Management Information System (EMIS) located in the Planning Department of the Ministry. The efforts made so far will be vigorously pursued, improved and reinforced during the coming years in order to equip the Ministry as quickly as possible with a reliable and functioning information system – an essential pre-requisite for efficient planning and monitoring.
    The EMIS will be designed so that it can be used for planning and monitoring at Zonal and local levels as well as at the central level. Budget-related data will be better organised through the FMIS (Financial Management Information System). These two databases will also be linked to the proposed Human Resource Information System (HRIS).

Excerpts from TEC Participation in Tertiary Education 2010: Data collection and methodology

  • Studying in Mautitius.
    • Data are collected from the Publicly-Funded Institutions (PFIs) [13].
    • With regard to private students, data are obtained from examination centres, complemented by a survey of the post-secondary education providers, which numbered some 53 in December, 2010. The Mauritius Examinations Syndicate (MES), in 2010, conducted examinations on behalf of 41 awarding bodies from overseas. Some 21 additional centres conducted examinations on behalf of 25 overseas awarding bodies in 2010
  • Studying Overseas
    • Foreign embassies and High Commissions based in Mauritius are the other providers of statistical data relating to Mauritian students studying overseas.
    • Secondary sources of information on Mauritians studying overseas are also tapped from the British Council, the Employees Welfare Fund and the Scholarship Section of the Ministry of Education & Human Resources as well as private recruiting agents.
    • In parallel, references are made to publications and databases on international students overseas.

Mauritius took part in the 2009 PISA (Programme for International Student Assessment) round.[14]

Mauritius is member of the Southern and Eastern Africa Consortium for Monitoring Educational Quality (SACMEQ).

Education Management Information System (EMIS)

EMIS policies

They are first formulated in the Education and Human Resources Strategy Plan (EHRSP) for 2008-2020

  • Considerable progress will need to be made in improving the Education Management Information System (EMIS) located in the Planning Department of the Ministry (Education). The efforts made so far will be vigorously pursued, improved and reinforced during the coming years in order to equip the Ministry as quickly as possible with a reliable and functioning information system – an essential pre-requisite for efficient planning and monitoring.

Mauritius is member of African Union and SADC, EMIS which both have EMIS policies [15]

It looks like if EMIS was understood as a kind of database, perhaps a data warehouse[16]: the EHRSP says 'These two databases' (EMIS and FMIS) and Tertiary Education Commission 'TEMIS is the database for tertiary education in Mauritius...'.

EMIS organisation

  • One Emis advisor at the Ministry of Education and human resources under Planning, independently of the Statistics section run by CSO out-posted staff.
  • Planing and research division at Tertiary Education Commission employs a Statistician and manages the Tertiary Education Management Information System (TEMIS) presented as 'the database for tertiary education in Mauritius. It contains vital statistics on aspects of the tertiary education sector relating amongst others to enrolment, programmes, staff, budget, costs, research, etc. The database is regularly updated through surveys and research studies, in the light of which various reports are produced'.

National statistical system

Statistics Act and regulations

The Statistics Act was enacted in 2001 and amended in 2011 [17] reshaping the statistical system, transforming the CSO into Statistics Mauritius and creating a Board.

  • Board functions :
    • (a) approve, coordinate and monitor statistical programmes of producers of official statistics ...
    • (b) advise any producer of statistics on the policy, procedures and regulations relating to the development of official statistics.
    • (c) promote and safeguard the quality of official statistics, ...

  • Board members
    • (a) a Chairperson, suitably qualified and experienced ... appointed by the President,
    • (b) the Financial Secretary or his representative;
    • (c) a Deputy Governor of the Bank of Mauritius or his representative;
    • (d) a representative of the private sector, appointed by the Minister on the advice of the Joint Economic Council;
    • (e) a qualified and suitable person having international experience on official statistics, appointed by the Minister;
    • (f) the Vice-Chancellor of the University of Mauritius or his representative; and
    • (g) the Director of statistics
  • Meetings of Board
    • (1) The Board shall meet as often as is necessary but at least once every quarter and at such time and place as the Chairperson may determine.
    • (5) The Director shall provide the Board with such resources as are necessary for the effective performance of its functions.
  • Official statistics means statistics produced by —
    • (a) Statistics Mauritius;
    • (b) the Bank of Mauritius;
    • (c) the Ministry responsible for the subject of health; and
    • (d) such other organisation as may be approved by the Board;
  • Statistics Mauritius shall constitute the central statistical authority and depository of all officials statistics produced in Mauritius and, as such, shall collect, compile, analyse and disseminate accurate, relevant, timely and high quality statistics and related information on social, demographic, economic and financial activities to serve the needs of public and private users.
  • Director of Statistics, chief executive officer of the Statistics Mauritius.
    • (c) shall coordinate and monitor statistical activities of all producers of official statistics including public sector agencies ...
    • (d) shall collaborate with Ministries and Government Departments in the collection, compilation, analysis, publication and dissemination of statistical information ....
    • (e) shall generally organise a coordinated scheme of social and economic statistics, and statistics of sustainable development, relating to Mauritius;
    • (n) shall convene meetings of users of official statistics to review user needs for such statistics
    • (o) may hold other meetings and set up committees of statisticians, suppliers or users of statistics and other interested parties,
    • (r) shall be the focal point of contact with international agencies on statistical matters
    • (u) shall, with the approval of the Board publish, not later than 3 months after the end of every year, a list of official statistics;
    • (v) shall ensure that an assessment of the quality of official statistics is carried out by an independent and competent body at least once every 3 years.
  • Collection of statistical information other than population census;
    • (1) On the recommendation of the Board, the Director may, from time to time, collect in Mauritius or any part of it, whether in conjunction with a census or not, statistical information relating to all or any of the matters set out in the First Schedule, other than the census referred to in section 9.
    • (2) The particulars and information to be furnished in relation to any matter in respect of which the statistical information is to be collected under subsection (1) and the frequency of the collection shall be subject to the prior approval of the Board.

    • (8) Every public sector agency, which provides statistics in relation to its activities to the Director for the purposes of the integration of the statistics into official statistics, shall—
      • (a) ensure that the statistics are in conformity with the standards, classifications and procedures determined by Statistics Mauritius; and
      • (b) provide the Director with the administrative datasets and copies of the report on the compiled statistics, within one month of the date of its publication.
    • (9) —
      • (a) The Director may, with the agreement of a public sector agency, post his staff at the agency to advise and assist in the production of quality statistics.
      • (b) Any staff posted under paragraph (a) shall continue to be under the administrative control of the Director.

Data protection

A data protection act was enacted in 2004 [18] to provide for the protection of the privacy rights of individuals in view of the developments in the techniques used to capture, transmit, manipulate, record or store data relating to individuals.

  • Collection of personal data: a data controller shall not collect personal data unless
    • (a) it is collected for a lawful purpose connected with a function or activity of the data controller; and
    • (b) the collection of the data is necessary for that purpose.
  • Where a data controller collects personal data directly from a data subject, the data controller shall at the time of collecting personal data ensure that the data subject concerned is informed
  • a data controller shall register himself with the data controller office

Statistics policies

  • The African charter of statistics was ratified on the 27-01-2010
  • A NSDS was adopted in 2006 as well as CSO 2006-2008 strategic plan.
  • Coordination of statistical activities, the Board is in charge of that coordination.
  • On 28 February 2012, Mauritius graduated to the IMF’s Special Data Dissemination Standard (SDDS) from the IMF’s General Data Dissemination System (GDDS), in which the country has participated since September 21, 2000.
